For the teams that have signed quite a bit free agents you offer will not be offered if a weaker team that hasnt signed a free agent or very few will be offered first so the teams stay even,.

dude im sorry but thats stupid, if a team is weak its bc of its GM play it like the NHL or else it wasnt fair for the UFA's tht already signed
